What’s happening?

On April 30, 2019 County Council member, Derrick Leon Davis District 6 introduced CB-017-2019 to accommodate development for property known as Freeway Airport located at the intersection of Church Road and US Route 50. The Zoning Bill will allow a high-density townhouse development of 8-9 units/acre on 129 acres zoned R-A (residential agricultural), which currently allows only 0.5 units/acre. The development is expected to yield over 600 dwelling units in an area where no development on the Church Road corridor has a density greater than 1.7 units/acre (Fairwood mixed use community). The Zoning Bill conflicts with the zoning pattern established for this part of Bowie and Vicinity planning area will usurp the Bowie City Council’s role in updating the Bowie and Vicinity Area Master Plan.

Have my elected officials at the Prince Georges County Council taken into consideration the inconsistencies with the density originally planned for the area?

No, but the full Council has yet to vote on the Freeway Airport CB-017-2019. It is incumbent upon the supporters of this bill to state their rationale for such an anomalous zoning change. The County has no infrastructure plans for Church Road to support 600 townhouses (law enforcement, public safety, emergency medical support, etc.).

What is the Prince Georges County Council doing next with this bill? The full County Council will vote on this bill on Tuesday, September 10, 2019 at 10 a.m but not before they hear from the community.

The County Council’s Planning Housing and Economic Development (PHED) Committee met on June 10 at 10 a.m in the Committee Hearing Room 2027 (County Admin. Bldg., 14741 Governor Oden Bowie Drive, Upper Marlboro) The public did attend, participation was allowed. Then the Planning Housing and Economic Development (PHED) committee voted, the vote was 3 to 2, Derrick Leon Davis, Jolene Ivey and Calvin S. Hawkins voted yes on Freeway Airport CB-017-2019. Dannielle Glaros Chair and Thomas Dernoga voted against CB-017-2019.

What Can I Do Right Now?

The Prince George's County Council consisting of 11 voting members have not yet decided how they will vote on the Freeway Airport owner's request to make a "text amendment" to the County's Master Plan to accommodate their financial interests.
